You have been hired by a large lodging hotel in downtown Phoenix, as executive housekeeper. The general manager has pointed out to you that the property has been suffering from repeated theft in guestrooms and from severe pilfering of guest and cleaning supplies.

The director of security has made it clear in one of the staff meetings that there is not much that he can do about the situation because of the lack of basic departmental structure regarding security.
