I need help creating a nepotism policy. This policy should indicate that there should be NO relatives hired at any locations, no exceptions to the policy, without the approval of the CEO, other than those related individuals that are currently employees.

Most policy's i find online are stating that no relatives may be hired and managed by other employees. I need a strict no nepotism policy that indicates the above statement.
