Homework question: Gordon had just moved into town with his dog Barkley. Gordon found that in his neighborhood, there was a dog park. The dog park was well maintained on the inside with benches, shade, and doggie water fountains. It was also gated and locked. Gordon asked the people he saw inside and learned how to join the club that ran the dog park. For $10 each month, Gordon could bring Barkley to the dog park as often as he liked. There were a lot of rules. Non-members were not allowed, people had to pick up after their dogs, dog could not be left unsupervised, and so forth. If a member broke the rules, their membership would be immediately revoked with no refunds. In exchange, the club arranged hired a service to keep the park clean, regularly changed the code on the gate's lock to maintain security, and paid for liability insurance. The club membership coordinator told Gordon that the club did not make a profit from the membership dues. They had been operating for 7 years and most of the time, they spent all the membership fees on the services they arranged. The club organizers were not paid; they volunteered their time because they wanted a nice, clean place to bring their dogs and relax. Any club member who performed administrative duties for the club, such as the person who helped Gordon sign up, was only compensated by having their club fees waived during their term of service. Gordon thought it sounded like a great place and he took advantage of the club's discount to pre-pay for a for a discount. Gordon paid for a one-year membership for $100.
Gordon brought Barkley to the park several times a week. They both made a lot of new friends through the dog park. About 2 months after joining the club, Gordon noticed that the lock had been removed from the gate. It turned out that the dog park was actually public property and the club organizers had no permission to lock the gate or collect fees from anyone to use the park. The dog park was supposed to be open to the public. The local parks department banned the club organizers from operating the club. Going forward, the parks department took over maintaining the park but they did not do as good a job. Gordon was upset. He paid for a one-year membership to a great dog park and now the park had become a stinky, fenced in lot.
