I plan on recruiting emergency managers from urban areas in the United States' Northeast and Mid-Atlantic regions that have pre-positioned emergency resources for emergency resources. There are several concerns I have with recruitment. First, my topic is narrow in scope, so it may be difficult to find emergency managers with the specific experience that I am seeking for my proposed project. Second, if my study participants' experience is limited to the COVID-19 pandemic, then they may be unwilling to discuss any potential mistakes/improvements they could have made during the respective operation due to fear of reprisal
