I was reading an article yesterday describing how the residents of the San Francisco Bay area, due to the area's temperate climate, consume less energy per capita than any other metro area in the U.S. The authors were arguing that it therefore makes sense to encourage people to move to the Bay area to reduce our energy consumption and carbon emissions. However, the Bay area is very environmentally progressive and has some of the most restrictive land use regulations in the country. These regulations result in some of the highest housing prices in the country, which critics have pointed out lead to less growth in the Bay area but more sprawl in the Sun Belt (e.g., Atlanta, Houston, Dallas and Phoenix) where home prices are much cheaper.
