if Verizon gives out free access to Apple Music but not to other music services, is that meaningfully different from say Comcast offering faster delivery to Netflix as compared to HBO Max? Is this problematic because it is not neutral? If so, on what theory, or because of what fear or consequence? Is this, instead, perfectly acceptable competition/partnership? Are the examples different and regardless, whether Verizon's actions are problematic?
