If you were the HR Manager for an organization, what process would you develop to conduct performance reviews?

Describe how you would want your managers to conduct performance reviews, i.e. how often should a conversation be held with an employee? What types of behaviors would you reward? What type of scoring method would you use? Would you compare employees to each other? Why or why not?
