If you were the project manager, what would you do?

You are constructing a major highway in a densely populated area of California. The highway will allow more efficient access to safety in an area that is known for flash fires and mudslides. If the project starts very soon and the project is allowed to seize land from current homeowners(1) in order to build the access ramps to the highway the project can conclude in 3 months which will coincide with the next fire season. If you wait and try to resettle the current landowners you will delay the construction and the neighborhood will have to go through the next season without the more efficient access to safety. How do you make this decision as the project manager?
