My question is such:

If your employer pays the entirety of your phone bill, and half the bill's amount is used solely by the business for normal operations, with the other half used for private purposes by you, is the whole bill considered a fringe benefit to you, the employee? (This question is only following Australian Tax Law and must be answered as such)
