One possibility is the first step to be both, numerals and drawings. But that is confusing to me since typically 'numerals' are used at the abstract level, but IF numerals are referred to as the written problem, I understand how that could be.

Another possibility is the first step is to have the student do drawings and write the problem. I can understand that it might make sense to have the student follow-up with the abstract writing of problems, but I'm just not sure.

Yet another thought for the first step is

I don't believe this to be true, since 'objects' are used/manipulated in at the concrete level. Do you concur?
