Imagine that your town or city has provided a law that every street must have a sidewalk for people to use. 

1. What is the benefit of the law for the people of your community?
Now, imagine that someone in your family is in a wheelchair. The community has spent a lot of money building sidewalks to provide a benefit for all, but as this picture shows, the benefit is not being enjoyed equally by all.

2. In order to ensure that the sidewalk is useful to everyone, what proposals/suggestions could you make to help ensure that everyone received an equal benefit from the law?
