Imagine you are an IT consultant. A small city wants to install a new city-wide MAN designed to integrate all local government departments, including those which might have public-facing functions such as the police, the city permit office and the public library. The city has issued an RFP for the project to several IT firms and is reviewing their responses. They have retained your services as an advisor.
