In 1944, a number of contracting states convened in Chicago to hold the Chicago Convention. The underlying aim was to discuss the provision of international air services. The International Civil Aviation Organisation (ICAO) and its responsibility to provide the civil aviation community with standards and recommended practices was one of the achievements of this convention.
