In 2004, the voters of California approved an initiative to create the California Institute for Regenerative Medicine to administer a $3 billion research program on human embryonic stem cells. But the program was tied up in litigation after its passage, on the grounds that it violates the state constitution because it operates outside of normal channels of government and gives researchers toomuch control over who will financially benefit from tax-payer financed research.
