In 2014 the United States Environmental Protection Agency lowered the mandated quantity of ethanol to be blended into gasoline to 15.21 billion gallons. This was a decrease from the 16.55 billion gallons required in 2013. Gasoline demand has been below EPA forecasts. The problem is that blending more than ten percent ethanol into gasoline will damage many engines. Refiners are near this "blend wall" because there is a required quantity of ethanol.
