In awarding contracts, a Buyer CANNOT be held personally liable when:

1 Buyer knows that the Supplier is illegally dumping waste

2 Buyer is below Actual Limit Authority

3 Buyer honestly believes have authority and makes a mistake

4 Buyer seeks personal financial gain

5 All create personal liability for the buyer
