Write a up-down counter program. The program shall have two buttons called "Up" and "Down" (less the quotes), and a label. The label shall display the current counter value. Initially, the counter is set to 0. Clicking the "Up" button shall increment the counter and update the label. Clicking the "Down" counter shall decrement the counter and update the label. The value of the counter is allowed to be negative. The main window of the application shall not be resizable. The title of the of the window shall be "Up-Down Counter", less the quotes.
