In reforming the law with a view to providing greater recognition for Australia's First Nations people there have been calls for substantive reform rather than symbolic reform. Drawing on the course materials from Foundations of Law (prescribed text and readings), explain what is meant by substantive reform and what is meant by symbolic reform? With respect to our consideration of First Nations people and the law, discuss a past reform that could be described as substantive and a past reform that could be described as symbolic? How would proposals for future reforms as identified in the Uluru Statement from the Heart be substantive rather than symbolic reforms?
