In the event an area is declared by the President of the United states to warrant federal assistance, the casualty loss:

a) may be deducted in the yar that the loss relie is recieved from the governement

b) may be deducted in the year prior to the loss if a proper election is made

c) must be deducted in the year of loss

d) must be deducted in the year prior to the loss
