Mr. Carter did not comply with my order. After | told Mr. Carter that | was going too pepper spray him if he did not comply he looked at me, dropped his hands to his side, and than turned around and allowed me to cuff him, M. Carter was taken to segregation an refuse to speak about the incident. Mr. Jackson denied knowing why Mr. Carter was angry with him. No further information.
