It was during this time that | observed inmate David Carter (190709) walk over to inmate Gary Jackson (190875) who was eating alone at a table near the south wall. Once at the table Mr. Carter said something to Mr. Jackson and then using his right hand he slid Mr. Jackson''s tray of the table onto the floor. Mr. Carter then yelled \"what the fuck are you going to do about it?" at which time he clenched his fist an took a fighting stance across from Mr. Jackson while inviting him to fight by yelling \"Come on, you wanted this, now is your chance!\" i along with other Officers ran over too Mr. Carter and upon reaching him | ordered him to turn around and cuff up. Mr. Carter did not comply with my order. After | told Mr. Carter that | was going too pepper spray him if he did not comply he looked at me, dropped his hands to his side, and than turned around and allowed me to cuff him, M. Carter was taken to segregation an refuse to speak about the incident. Mr. Jackson denied knowing why Mr. Carter was angry with him. No further information.
