In your capacity as a Consulting Engineer for a Big Parastatal Organization, you are required to advise them on the procedure to be used to select a contractor for the proposed new office block. Having looked at the nature of the project you have decided to use a two-step procedure: pre-qualification followed by inviting pre-qualified contractors to submit tenders. 

a) Explain the meaning of pre-qualification and why you favor its use in this project. 

b) Explain in detail how the procedure that you will use to evaluate the prequalification information from the Contractors. 

c) Mention and explain the significance of various tender documents that will be issued to contractors who succeed in the pre-qualification stage to submit
