Is there a form of logic or some canon of construction I could use to incorporate the following fact pattern?

the statute doesn't include "parent in law"

the statute does include in loco parentis

so because in loco parentis is in the definition and "parent in law" is not, you can't apply parent in law to an in loco parentis
