It was realized that Illinois needs a new maximum security prison.It will cost 250 million to build; however, they are trying to determine where to build the building.The committee has come down to two locations to be considered.The first is Dixon where the average income is $100,000 a year. The second location is Moline where the average income is $22,000 a year. Both communities undertsand the need to build the prison and agree that it should be built in Illinois.Suprisingly enough though, neither community wants the prison to be built in THEIR community. To that end, Dixon residents are collectively willing to pay $1 million in additional taxes, fees, or other costs to avoid it. Moline residents collectively willing to pay only $100,000 to avoid it.

Where should the prison be built?
