Jack is a hardworking municipal employee in the City of Brantford. He is the Director of Land Planning. Jack is responsible for reviewing land variation applications in the Planning and Zoning department. Jack works with a coworker, Mark, Manager of Land Planning, who is less-experienced than Jack, but hardworking. Jack has been mentoring Mark in the event that Jack retires soon. Jack also has five employees who report to him. Jack and Mark's supervisor is Jean, the Executive Director of Land Services. She is often rude and blunt, and sometimes rubs people the wrong way. Jean has been noticing that Jack is giving disproportionate attention to Mark at work. During their next one-on-one meeting, Jean says that she is the manager, not Jack, and that it's inappropriate for Jack to be spending too much time with Mark "because people will talk and think you two have something going on." Jack is very offended and tells Jean he is only mentoring Mark, and that he is a married man with a partner and two children. Jean does not like people standing up to her. The next week, Jack is called into Jean's office. Jean informs him that he is being re-assigned
