James is a 22-year-old geography major at Wilfrid Laurier University. He was residing with his parents. He appears to be very moody and depressed lately. He has started acting out a little aggressively towards others due to his mood swings as well as his delusions and hallucinations. James refuses to see a doctor for a diagnosis as he believes that they will try to poison him with the medication. James is behind in his schoolwork as he has been missing some classes and has difficulty understanding the academic material. James has been making threats in class to other students and has started carrying a knife for protection from the evil aliens. James's parents stressed that he has to seek medical attention, and after arguing with his parents he packed a bag and left the house to live on the street with some homeless friends. James' parents stated that friends told them they saw James in the downtown core and at a safe injection site. James is a moderate drinker of alcohol but now uses cocaine/heroine and any other types of psychoactive street drugs to make him feel better. James has interacted with Police in the downtown core for panhandling and at the House of Friendship as he goes there for food. You are a police officer on foot patrol in the downtown area of the city. It is 7 p.m. You observe a person lying beside a dumpster behind a restaurant. As you approach the person, you see that he is moaning, very emotional and yelling "leave me alone". He has an obvious cut on the left leg that is bleeding. You ask him several times for his name, and he yells at you "I am James! James Miles Jr. the slayer"! He tries to stand up while holding a knife in his right hand. He is extremely tearful and appears fearful. You attempt to talk to him, and he only partially answers your questions and give answers that are completely unrelated. You ask him to drop the knife, he tells you "the aliens have already cut me and I need to slay them". You tell him again to drop the knife and you will help him. He takes a step towards you and falls face down, dropping the knife out of his reach. He keeps yelling "don't let them take me again, not again"! (what will you do next as the officer) Meeting with the Inspector A week later your Inspector, Inspector Welsh, approaches you and states that the Mayor Quimby was contacted by James Miles father. Mr. Miles blames the City for James drug use and the availability of drugs in the downtown core. Mr. Miles is demanding action. The mayor is unaware of the issue until now. spector Welsh tells you that the mayor is very angry and wants this problem fixed. She reminds you that you took the RCMP CAPRA problem solving course and you are familiar with the downtown agencies and that you are currently the police representative on the Downtown Business Association. Inspector Welsh tasks you with creating a plan and to use whatever police and community resources you need. Inspector Welsh advises that you present your plan to her and the Deputy Chief in two weeks. Your plan should incorporate any future meeting dates with any potential partners.
