Richards had been performing safety and health work for Axis at one of the smaller plants for almost four years. Prior to working for Axis, Richards work for two years as the safety coordinator at a small tool manufacturer. At both Axis and her old plant several hazardous chemicals were processed and handled regularly in relatively large quantities, so she taught herself industrial hygiene air sampling and did quite a bit of it. Seeing industrial hygiene certification as important in her career advancement cap, Richard did the necessary studying and passed the board certification exam. On Monday afternoon following her interview Richards got the call that she was waiting for and immediately accepted as safety and health manager at Axis' the largest plant. At the new plant there was significant industrial hygiene work to be conducted due to the nature of the manufacturing operation. After a couple weeks in the new job she realized that the traditional safety related management aspects required almost all of her attention. Injury incident rates were increasing, and there are several very serious incidents at the plant the last few months related to deficiencies and the existing an electrical, locked out/ tag out and confined space programs. Richards definitely needed help in the IH area. She had several discussions with her new supervisor and the plant manager, and finally, they approved her hiring someone internally at the plant to assist her. After interviewing several internal candidates, Richard selected Mike Jones, known as one of the plants better laboratory technicians. Jones had no technical background in IH practice, but before he knew it he was being asked to begin air monitoring for some of the chemicals regularly handled by process workers. He did what he could to schedule meetings with Richards to get her input and advice, but usually she was short on time because she was being pushed by her boss and other managers for the safety related reports had meetings. The managers also wanted to know what Richards was doing about the employee and exposure concerns regarding the most toxic chemicals they used. Richards knew that if she did not meet these managers' requests her career was in jeopardy, and she was not about to let that happen. The result was that Johnson received very little technical input from Richards and relied mostly on what he could find on the Internet regarding the air monitoring techniques. Jones purchased a few air sampling pumps and associated equipment and started his air sampling campaign. After a few weeks the results start coming in, and Jones did his best to interpret them and put together some reports for of Richards to review. The good news for her was that the summary reports indicating that exposures were low relative to the occupational exposure limits. Although Richards had not performed formal IH qualitative assessment of the operations being sampled, the results seemed to align with what she saw a while passing by the operations on her way to meetings or while performing other safety activities.
