EXECUTIVE SUMMARY
The Exodus Church of All Nations (ECOAN) has the mandate to introduce Godly love and proclaim good news to the poor, to set free those who are oppressed, to bring salvation and free favors of God to millions of souls. (Luke 4v18-19)(VISION)
The process of developing the 2023 to 2025 Strategic Plan and Budget involved a two phased approach comprising the church assessments which involved interviewing the heads of the departments and carrying out church congregation questionnaires coupled with series of committee meetings. During these analysis SWOT and GAP analysis were used.
Based on these analyses ECOAN has set out a strategic Plan with concise Strategic Focus Areas, Core Values, Objectives, Activities and Targets as a mission to achieve the set vision.
Structure of the 2023 -2025 Strategic Plan
The strategic plan is an output of a very rigorous process of inquiry on various issues that affect the Church, which are both internal and external. The structure of this strategic plan is as follows:

THE VISION STATEMENT
A church that brings love, salvation, and free favors of God to millions of souls and to proclaim good news to the poor and to set free those who are oppressed.
MISSION STATEMENT
To win millions of souls to God, to proclaim the gospel, to bring Godly love to people and to set free those who are oppressed whom Jesus purchased with his own blood.
ASPIRATION STATEMENT
We are called to be a Kingdom of worshiping priests who will worship Him with all their beings - spirit, soul, and body. We are to live lives of worship, continually giving praise to our Lord Jesus. Our Churches will be noted for their praise and celebration. We are to live a worship lifestyle that will be a model to the world in advocating what it means to love God with all our might, mind and means. We shall feed nations with the word of God through preaching, salvation, healing, and deliverance.

CHAPTER ONE: BACKGROUND AND INTRODUCTION
1.0 BACKGROUND
The meetings for prayers began in the overseer's house from 2013 were the overseer and the wife would meet for prayers following the revelation that the overseerreceived of a suspended bible in the clouds and the office calling, in which the Lord had called him was known. In the year 2014, neighbors joined in daily submitting to the power of the Holy Spirit. Praying for each other and praying for the nation. It was from this moment that the church's original faith that is God's power to redeem man and society was discovered to be resident in Jesus Christ Son of the Father who sent the Holy Spirit into the world as the agent of salvation. It is this faith - that God's power is directly available to everyone to save, cleanse, empower and heal - that gave the Exodus Church of All Nations (ECOAN) its birth.
Since its establishment, the ECOAN as per the direction of the Holy Spirit registered with the Registrar of Society on 30th March 2015. The church continued holding interdenominational prayers until Sunday 7th June 2015 when the church held its first Sunday Service following an agreement and a resolve to start meeting on Sundays. This occasion gave birth to Exodus Church of All Nations with only few people of less than twenty (20) in attendance.
Since its inception to date, the church has grown with over 120 active members and 30 participants who attend Sunday Services.
The church was launched on 5th of December 2020 as a Five-Fold Ministry after laying a foundation for five (5) Years. The Launch was graced by Bishop David Masupa Independent Churches of Zambia President and Bishop Dr. Charles Mumba from Christ the King International in Ndola.
In 2023, the ECOAN embarked on the process of reviewing its Strategic Plan. The 2023 - 2025 Strategic Plan is anchored on five (5) Strategic Pillars or Areas of Strategic Focus. The five strategic pillars are:
- Holiness and Intercession
- Evangelism and Church Growth
- Care and Spiritual Support
- Communication, Internal Processes, and Knowledge Management
- Institutional/Church capacity
1.2 INTRODUCTION
According to Article 4 of the Church Constitution, Exodus Church of All Nations believes in the following.
- Faith
- There is but one living and true God, everlasting, of infinite power, wisdom and goodness,
Maker, and Preserver of all things, both visible and invisible. And in the unity of this Godhead, there are three Persons of one substance of eternal being, and equal in holiness, justice, wisdom, power, and dignity: the Father, the Son, and the Holy Ghost.
1.2.1.3That the Son, who is the Word of the Father, the eternal God, of one substance with the Father, took man's nature in the womb of the blessed virgin; so that two whole and perfect natures, that is to say, the Godhead and mankind were joined together in one Person, never to be divided, whereof is one Christ, the same God and perfect man, who actually suffered, was crucified, died, and buried, to reconcile the Father to us, and to make atonement, not only for our actual guilt, but also for the original sin which is the separation of man from God the creator.
1.2.1.4 That Jesus Christ did truly rise again from the dead, and took again his actual body, with all things pertaining to the perfection of man's nature and ascended into heaven and there sits until he shall return to judge all men at the last day. (Luke 24:38-39).
- The Holy Ghost, proceeding from the Father and the Son, is of one substance, majesty and glory with the Father and the Son and eternal God.
- The verbal and plenary inspiration of the Holy Scriptures, known as the Bible, composed of sixty-six books, and divided into two (2) parts, the Old and the New Testaments. That the Bible is the Word of God, the full and complete revelation of the plan and history of redemption.
- That eternal life with God in heaven is a portion of the reward of the finally righteous; and that everlasting banishment from the presence of the Lord and unending torture in hell are the wages of persistent wickedness (Matthew 25:46; Psalm 9:17; Revelation 21:7, 8).
- That Jesus Christ shed his blood for the remission of sins that are past, for the regeneration of penitent sinners, and for salvation from sin and from sinning (Romans 3:25; 1 John 3:5-10; Ephesians 2:1-10).
- Teaching and firmly maintaining the scriptural doctrine of justification by faith alone (Romans 5:1, Heb 11:1-3).
1.2.1.10 That Jesus Christ shed His blood for the complete cleansing of the justified believer from
all indwelling sin and from its pollution, subsequent to regeneration (1 John 1:7-9).
- While sanctification is initiated in regeneration and consummated in glorification, it includes a definite, instantaneous work of grace achieved by faith subsequent to regeneration (Acts 26:18; 1 John 1:9). Sanctification delivers from the power and dominion of sin. It is followed by lifelong growth in grace and knowledge of our Lord and Savior Jesus Christ (2 Corinthians 4:16; 2 Peter 3:18).
- That the Pentecostal baptism of the Holy Ghost and fire is obtainable by a definite act of appropriating faith on the part of the fully cleansed believer, and the initial evidence of the reception of this experience is speaking with other tongues as the Spirit gives utterance (Luke 11:13; Acts 1:5; 2:1-4; 8:17; 10:44-46; 19:6).
- Divine healing as in the atonement (Isaiah 53:4, 5; Matthew8:16, 17; Mark 16:14-18; James 5:14-16; Exodus 15:26). Belief in the imminent, personal, premillennial second coming of our Lord Jesus Christ (1 Thessalonians 4:15-17; Titus 2:13; 2 Peter 3:10-14; Matthew 24:29-44, 2 Timothy 4:8). Jesus Christ will come again, just as He went away(Acts 1:11; 1 Thessalonians. 4:16-17).
- It is the responsibility of every believer to dedicate his life to conducting the work of the Great Commission (Matthew 28:18-20; Mark 16:15-20; Acts 1:8).
- Water Baptism
- All who unite with any local church on profession of faith in Christ should further confess Christ by receiving water baptism, by immersion, as early as possible.
- Water Baptism
1.2.2.1 Water Baptism is intended only for those who have professed faith in the Lord Jesus
Christ. It is a God-given illustration of each Christian's identification with Christ in His death, burial, and resurrection. Obedience to this ordinance demonstrates the believer's public confession of this fact to others.
- Baptism shall be administered according to the divine command of our blessed Lord, "In the name of the Father, and of the Son, and of the Holy Ghost (Spirit)." In accordance with Christ great commission as recorded in Mathew 28:19-20.
- Holy Communion
1.2.3.1 Holy Communion commemorates our redemption by Christ's death. It points to Calvary
and to the return of Jesus, whose blood cleanses us from all sin and prepares us for His blessed return (Matthew 26:17-30; 1 Corinthians 11:23-30).
- The bread and the wine should be administered to all Christians (only unfermented wine
and unleavened bread should be used).
- The Lord's table should be open to all who love him, and all of the Lord's.
- Children should be invited to His Table to commemorate together the death of their common Lord. This shall be administered once per quarter.
1.3 PURPOSE AND RATIONALE OF THE 2023 -2025 STRATEGIC PLAN
The 2023 - 2025 Strategic plan is necessary to give the required direction to the ECOAN so that it will focus its efforts, resources and give direction to all people associated with the Church to know what it aspires to achieve. In this strategic plan, the ECOAN has set out its strategic direction with the vision, mission and core values and its strategic priorities. Thus, it has pointed out its purpose, what the church intends to achieve and how to get there. Through this Strategic Plan, the Church shall instill organizational alignment, which is necessary for effective strategic plan execution.
The specific purpose of this strategic plan is to:
- Provide strategic direction for the ECOAN and guide the actions to be taken to achieve the Vision of the Church.
- Based on lessons learnt, this plan will help the ECOAN to focus on what needs to be done better to achieve its Vision.
- Communicate the message of the Church to its Members, Partners, and Supporters more effectively.
- Provide a tool kit for organizational improvement.
- Anchor the strategic change into the daily operations by strengthening its systems, policies, procedures, and structures for effective strategic alignment.
- Give guidance to Heads of Department for their day-to-day decisions.
- Provide a monitoring and evaluation tool for the measurement of performance of the Departments and the Church as a whole.
1.4 STRATEGIC PLANNING PROCESS
The development of this strategic Plan and Budget took effort, professional commitment and dedication from various stakeholders who were both internal and external. Departments under Exodus Church of All Nations (ECOAN) dedicated time and efforts to produce this document. The church put in place a Strategic Planning Committee which worked together with the support of the leadership of the church in facilitating the entire process of preparing the Strategic Plan and Budget. The Church did a one-year budget which is subject for review every year.

2.1 HOLINESS AND INTERCESSION
2.1.1 Goals
- Acknowledge God's power and share in the Father's redemptive love through intercession.
- Holiness because it is God's will that we should be holy and live a life of holiness.
- Win millions of souls through active spiritual warfare.
- Objectives
a) To motivate Christians to intercede for the church, Ministers and win millions of souls.
b) To bring believers together that they might intercede for the body of Christ, for the nation and
international Community.
c) To conduct active intercession sessions before/during a major program/Event or challenging
times.
d) To intercede corporately with the believers in the community concerning specific needs of
the community.

Active Spiritual warfare and Life of Holiness. Administration and Monitoring must ensure that members of the church are sensitized on the need for intercession, and intercessors from time to time should be encouraged to be having mentorship meetings with the overseer every two months to discuss issues that pertains to intercession. Administration and Monitoring should ensure that funds that need to be raised for intercessors are raised for smooth running of intercession. Administration and Monitoring should collect reports every month from the head of intercession to achieve the above goals.
2.2 EVANGELISM AND CHURCH GROWTH

Winning Souls for Jesus and prophetic, healing and delivering of souls. Administration and Monitoring must ensure that members of the church are sensitized on the need for evangelism, and evangelism team from time to time should be encouraged to be having meetings to discuss the subject of evangelism and to assess their own work.
Administration and Monitoring should ensure that funds that need to be raised for evangelism are raised for smooth running of the Evangelism department.
Administration and Monitoring should collect reports every month from the head of Evangelism and Head of Media to achieve the above goals and objectives.
2.3 CARE AND SPIRITUAL SUPPORT

Sensitisation will be conducted on the existence and procedures for Care, Illnesses, Funerals and the Vulnerable Department and its role in the church. Counselling will also be conducted when needed in the church for those that maybe going through challenges including those living with HIV. The Church will further identify the vulnerable church members and others that may need assistance in various forms. Men and Women form a core part of the functioning of the church and are found at every level in the church. Men and Women are together responsible for spearheading Men's and Women's issues. Men in the church take up the role for men's issues and mentoring young men to grow up into responsible adults. In the context of family, men play a critical role of head and father of the family. Equally women in the Church take care of the women and gender equity issues reaching out with love to other women and girls. Therefore, this group of people play a critical role towards the achievement of the goals of the church strategic plan in their individual and collective capacities. Men and women are involved in the activities for Evangelism and growth of the church through their participation in praise and worship, Evangelism actions etc. Women also contribute highly to the strategic pillar of Care and Spiritual Support.

Sunday school creates a good foundation for the people that later graduate into adult church membership. Sunday school is important for the achievement of the vision of the strategic plan as it contributes to church growth.

The young people immensely contribute to the achievement of the vision and strategic objectives of the church through their participation in programs of the congregation that includes evangelism, entertainment, and communication. As youths are usually technologically savvy, they actively participate in activities that involve information Communication Technology (ICT) such as media and they help to deliver on the vision of the church by reaching out to many souls through the dissemination of the activities of the church. The youth also participate in praise and worship, ushering, protocol, and security thereby contributing to a secure, safe, and hospitable environment in the church.

CHAPTER THREE: OFFICE BEARERS AND THEIR FUNCTIONS
3.0 Background
According to the Constitution the Church is composed of the Ministry Council of Executives (MCEs) appointed and headed by the Overseer. The Ministry has the following office bearers.

The Organizational/ Church Structure
3.1 Functions of the Departments
The functions of the departments are as follows.
3.1.2 Office of the Overseer
Oversees physical and spiritual direction of the Church. Being a Prophetic Ministry, the office seeks direction from God and ensures that all the Departments are running smoothly and achieving the purpose for which they are established. The office of the overseer also oversees the Men's Ministry in the church.
3.1.3 Advisor
The advisor advises and consults with the Office of the Overseer on overall matters of the Church. This is especially and includes the women organization in the church and the Children's Ministry/Sunday School to ensure that they are operating in unity and love.
3.1.4 Fivefold and Counselling
This Department is under the Ministry of the Overseer, and it consists of Pastors and Elders responsible for counselling. When need arises matters can be escalated to the attention of the Overseer who is the Head Counsellor.
3.1.5 Intercession and Holiness
This is a spiritual department charged with the responsibility of praying for the church. The Intercessors pray for various activities that concern the church which include standing in the gap for other members and families, deliverances and events. The Intercessors must be alert as the Ministry has no cover without serious intercessors. The following are the additional requirements of the intercessors.
- .1.5.1 They must be wise secretive, loyal, and obedient.
- Prepare those going into baptism with prayer.
- Have passion for other people.
- Should have no condemnation for others but love.
- When God shows an intercessor something they should not deliver the message directly to the persons concerned but go through the man of God for spiritual direction and guidance and not to violate spiritual protocol and cause confusion in the church (church within a church)
3.1.6 Praise and Worship
This is a spiritual department that is in place for edification. To praise and worship the Lord. Help the Man of God to minister and saturate the church environment with the Holy Spirit. Worshipers are encouraged to live a life that is worthy of always demonstrating Christ like attitude. Worshipers are part of intercession and must attended all church programs. Worshipers should dress appropriately and always demonstrate integrity and discipline. Worshipers should love God and give time to worship the Lord whether at rehearsals or main service.
3.1.7 Evangelism, Missions, and Membership
In charge of spiritual and physical growth. This office does make follow-ups on those who are giving their lives to God.It ensures that the Gospel is preached everywhere and that more souls are won to God's Kingdom.
3.1.8 Protocol, Ushering and Security
Protocol is in two aspects in the church. The spiritual and physical side. The spiritual aspect is concerned with the protection of the Holy Spirit by providing a serene and tranquil environment for the Overseer, whereas the physical side ensures that the Man of God has less destructions/interactions especially before delivering the message of God. There is a specific protocol person for the Overseer and another person in charge of protocol for the wife to the Overseer. Pastors are responsible for Protocol for the Overseer during events. Ushers are also part of protocol and security.
3.1.9 Administration and Monitoring
All departments fall under this Ministry. It coordinates administrative duties and tasks and coordinate and give reports to the Overseer from all the departments. All Departments are supposed to share minutes of their meetings with the Administration and Monitoring Department.
Further, the following key requirements are outlined for the department.
- Give Announcements for activities and events.
- Give reports and act on them or escalate them to the Overseer when necessary.
- Be alert, objective and give feedback.
- Be focused on the goals of achievement in the particular year.
- Be women/men of the people (work with everybody)
- Give guidance on what should be published by the media team even during live streaming of services to avoid publishing offensive or inappropriate material.
- Support Media team with communication bundles and other logistics when need arises.
3.1.10 Finance Department
Collects revenue for the church and provides accountability. The sources of revenue are as follows.

All sources of revenue are managed by the Finance Department except for Tithes and seeds which require confidentiality and various prayers. All funds are properly accounted for and secured in the bank and all expenditures approved for the purpose of accountability.

In charge of the church projects, repairs, and maintenance requirements of the church. There are Technicians under this department and Helpers who oversee the equipment (setting up of instruments).
3.1.12 Hospitality, Events and Decorations
Responsible for welcoming guests, visitors, organizing meetings, events and decorations. Housekeeping and Ushering are part of the hospitality function including all the women.
3.1.13 Business Development
To raise funds for the Ministry through production of various items and materials for sale so that the church does not entirely rely on offering.
3.1.14 Youth and Entertainment
To raise loyal, knowledgeable, disciplined and committed youths that will make a difference in the world.
3.1.15 Transport and Logistics
To coordinate transport and logistics for the church including transport requirements for the mid-week services and other church programs.
3.1.16 Care, Funerals, Illnesses and the Vulnerable
The department is responsible for reaching out to the needy. Men and women of the Church are part of this Ministry.
3.1.17 Education, Baptism and Training
This is a Mentorship department and has the following ministries under it.
- National School of Ministry (NSM)

- Joshua Mentorship Class
3.1.18 Couples Ministry
This department is for all married couples. It provides counsel and a platform for sharing for married couples.
3.1.19 Children's Ministry
This department takes care of children and teaching them about the word of God.
3.1.20 Media, Information Technology and Communication
This department is responsible for media productions, communication, and publications. All productions must be assessed and approved by the Administration Department to avoid publishing material which might be offensive or inappropriate.
