In 2002 he took and passed the same examination. but his rank and designation was still laboratory technician I. He appealed to the owner of the Laboratory but his appeal was ignored and he was not promoted 1.Is the appeal to the owner proper? 2.Does he deserve a promotion? 3.Can he appeal to the PRC
