Launching the competitive bidding in floating tenders for services and supplies is one of the common methods used in large companies and governmental sectors. The aim of using it is to ensure transparency and enhancing competition between bidders and to be fairly among everyone to choose the best offer considering both the technical point of view and the quality of the offered offer and financial aspect which is based on the price offered. In order to achieve a balance between the quality of the offer and the offered price, the stages of evaluating the offers technically and financially are one of the important stages in the process of bidding and awarding the projects, as the process of setting standards for technical and financial evaluation is sometimes tainted by weakness in the wording and the failure to choose clear standards with the absence of a fair evaluation mechanism that we desire to achieve and yet results in either selecting a poor offer a vendor that is unable to implement the project and then the project ends in stumbling and delivery delays, or choosing standards are unfair and bias greatly to a particular competitor and award competition as one aspect of corruption used in the industrial and services sectors. Therefore, the study aims to apply the best practices used and modern methods in the evaluation process using a multi-criteria decision-making (MCDM) methodology

2. General description of AHP Method AHP is MCDM method where the process factors are hierarchy organized. Vertically, objective is on the highest level, with criteria, subcriteria and alternatives on lover levels, respectively, as it is showed on the hierarchical structure on Figure.1
