Lea stayed at the University Condo Apartment 2 with her friends. The housing area was well-known for its long-standing water supply disruptions. Management, the State Water Department, elected representatives in the area, politicians of various parties, and even the media have been made aware of the problem. Regrettably, the issue remains unsettled while the parties involved continue playing the blame game, i.e., making excuses, denying liability, and shifting blame to others. Lea was tired of the endless water shortages. She had to rush home from work to fill buckets with water and carry it to their house at level three using the stairs. As a result, Lea suffered from back pain and knee problems. Therefore, Lea decided to move out. Anas was well-aware of Lea's problem because she had constantly been whining about it. Anas also knew that Lea needed to save money to pay for her brother, Mateo, university's fees. Anas felt sorry for Lea and offered the recently vacated apartment. Lea can pay the monthly rent based on the amount she can afford until her situation is stable. Anas informed Jane that he had found a new tenant. After four months, Jane noticed that Lea was paying her rent 40% lower than she should have been paying each month. Therefore, she contacted Lea, asking for the outstanding balance. Lea, however, refused to pay. Jane is not happy and wish for Lea to leave the unit. Lea argued with Jane that she had an agreement with Anas specifying such an arrangement and that Jane has not right to ask her to leave.
