Any person who violates this rule will be subject to immediate arrest and detention on public health grounds. The person shall be placed in solitary confinement, pending prosecution and trial. 3. The trial shall be held in camera and ex parte, meaning that the proceedings are in closed session without the defendant being present, and the public and press are excluded.
