Location

Assume the variables city and province exist. Create a new variable location that formats city and province as you would in an address.

For example, if city $=$ 'Toronto' and province $={?}^{\text{'}}ON\text{'},$ then the new variable should refer to the string 'Toronto, ON$\text{'}.$
