Fire Investigator Roth #2 Investigation: Stage 1 Fire Investigator Fire Investigation Report: I, Fire Investigator David Lee Finnigan Roth (Finny) #01223 of the Spokane Fire Department, responded to a fire located at the Sherwood Warehouse located at 1012 W 3rd Ave. in Spokane. I arrived at the location at approximately 0245 hours on 05/06/2024 on a report of a fire. My duties include issuing permits and enforcing the fire code, including any necessary premises inspection, and includes investigation of the cause of fires to determine potential arson. Upon arrival, I saw that other fire personnel were on scene including Engine Companies #3 and #4 conducting an exterior attack on the fire. The fire flow was most significant in the western half of the structure due to the majority of fire load (amount of heat Btu/sq ft) which is an estimate of the amount of heat that will be given off during ordinary combustion of all the fuel in a given space, being focused in that area. I saw that firefighter Phileas Fogg was on the lower SW roof of the structure in an attempt to better attack the fire through a hole burned through the roof. At about 0309 hours on 03/18/2022, I saw a portion of the lower SW roof start to buckle, throwing Firefighter Fogg to the roof. As he was trying to rise, the roof caved in and I saw Fogg fall into the flames. His safety harness malfunctioned and, while it held him from hitting the floor, the device would not pull him back up and died a few minutes later due to the flames. He was pronounced dead by medics at 0448 hours once we were able to control the flames long enough to pull his body out. The fire was made under control at about 0436 hours and was considered out (with only a few hotspots remaining) at 0649 hours on 03/18/2022. I began my investigation at 0745 hours once all fire personnel left the scene. It should be noted that 2 police officers remained at the scene for security. Police investigators were on scene and conducting their own investigation. I contacted the owner of the Warehouse, James (Jim) Beam who said that the warehouse had been full of electronics and whiskey. He had just received a package of the newest Apple computers that utilized laser displays. The computer operator could work the computer via the laser display interface and each one cost $700,000. The computers were still in their respective shipping containers located in the northwest area of the warehouse on a metal table, while the whiskey was kept in a separate area in the southeast corner of the warehouse. The computer shipment had contained 200 of the computers. He also had 500 new ThinLine Ultimate Quantum Pro 200" televisions. These televisions were as thin as an envelope with the best resolution that is offered publicly. Each of the 500 televisions cost $120,000 and were located in the middle of the warehouse in racks built to store and protect them. I was able to locate the televisions (many of which had partially melted) in the middle of the warehouse and counted 500 of the televisions in the warehouse inventory, but all had visible heat damage. Once selected, ALL investigators must break down the crime scene investigation into 3 areas of responsibilities. It is up to the members of your investigative team to determine which member is responsible for an individual area of responsibility. Once your responsibility is identified, you should include discussion and input from the other investigators of your group. However, you will each write up your own area of responsibility. Write this up as if you have actually already accomplished it (and be descriptive). This means that you are meant to write it in past tense. All 3 of the individual responsibilities will be due on March 30th at class time. Suggestion: You have learned the steps in an investigation. I suggest using that knowledge to create an outline of what you want to accomplish. I would suggest determining possible criminal acts as that will influence how you conduct your investigation, but be flexible. RULES/Instructions: 1) Select a lead investigator from your group. 2) Identify all tasks for each stage of the investigation and assign tasks to each officer and detective and delegate who will accomplish what goals. The 2 officers are initial responders and, as such, can only perform the duties normally assigned to first responding officers. 3) Officers and detectives can only do one task at a time. 4) If you have tasks that require more personnel or resources, your lead investigator may request those by specifying who or what, how many, and justify why they are needed (in writing). SCENARIO: At 0233 hours of 5/7/2024, you were called to the scene of an extinguished fire in the Sherwood Warehouse located at 1012 W 3"d Ave. in Spokane, WA. You were told that the fire looked suspicious (according to Fire Inspector Gibbs). Two Officers are standing by for arrival. The first officer on scene is Officer Madonna. Just Madonna. The second officer on scene is Officer Bond. James Bond. You and your investigative team arrive on scene at 0345 hours.#2 Investigation: Stage 2b: 2" Fire Report I, Fire Investigator David Lee Finnigan Roth (Finny) #01223 of the Spokane City Fire Department, responded to a fire located at the Sherwood Warehouse located at 1012 W 3rd Ave. in Spokane. | began investigating a possible arson at that location. I had collected sampled from 4 different areas of the consumed parts of the warehouse. Test results showed that Kerosine had been used as an accelerant in the northwest part of the warehouse, directly underneath a metal table that owner James Beam explained had housed a crate of 200 Apple computers with the new laser display interface at a cost of $700,000 each. Each computer cost $700,000 and he had purchased 200 of them. He provided the purchase agreement and the shipment invoice listing the serial numbers of all the Apple computers. He explained that the computers were still in the shipping container (there was only 1 large one) that had been located in the northwest area of the warehouse on a metal table. He also had 500 ThinLine Ultimate 200" televisions that were as thin as an envelope with the best resolution that is offered publicly. Each of the 500 televisions cost $120,000 and were located in the middle of the warehouse in racks built to store and protect them. He provided a purchase agreement for the televisions, as well as, a shipping invoice that included descriptions, cost, and serial numbers. He explained that he usually only employs workers when he needed help delivering the product to other locations (stores, etc...). He uses 2 guys, one of which (Brad Pitt) was hospitalized for appendicitis 3 days ago and won't be out of the hospital for another week. The other, Burt Gummer, was supposed to arrive today (3/18/2022) around 1 1 am to help with deliveries, but he has not come to work and has not yet heard from Gummer. He also was angry that, due to the slower economy, he let his insurance laps last month and has now lost everything. 41. Witness Van Halen #2 Investigation: Stage 2d Witness #1 Witness: Mortimer Randolph Van Halen (Morty) (who is the older, less famous brother of Eddie) works next door at Totally Tubular Performance Mufflers 1008 W 3"d Ave in Spokane. He has noticed and recognized Burt Gummer, from the neighborhood, hanging out across the street watching the warehouse for the last several weeks. He knows Burt because he has used Burts flatbed truck to transport some of his own inventory. Burt lives a couple of blocks away at 1201 W 5th St. in Spokane. He drives by Burts place on the way to work, but did not see Burt's flatbed truck this morning. Burt has been out of work for a while, so it seemed normal that he was just hanging out. S42 #2 Investigation: Stage 2h Search Warrant Storage area On 5/7/24, You seek and obtain a signed search warrant to search the rented storage area of Burt Gummer located at 1305 W 5th Ave in Spokane. Upon arrival, you see and immediately recognize a white flatbed truck with the license plate of OUS122 KS belonging to Burt Gummer parked a couple of storage areas away. Looking in the windows, you see 4 kerosine contained that had their tops removed and appeared to be empty. Upon searching the storage area with a valid search warrant, you find Burt gummer passed out on the top of a crate labelled "Apple" with 2 empty bottles of whiskey on the floor. You wake up Gummer and ask if you can search his truck. He tells you to "screw-off', slurring his words. He then says that he wants his lawyer#2 Investigation: Stage 2e Witness #2-- Video Witness: When Mortimer Randolph Van Halen (Morty) arrived at work at Totally Tubular Performance Mufflers at 0800 hours on 3/22/22, he realized that he had forgotten about his video security system. He reviewed it and saw that at 0047 hours on 3/18/2022, a flatbed pickup truck could be seen backing up to the front door of the Sherwood Warehouse. A single male exited the truck and could be seen kicking in the main door. The suspect entered and about 11 minutes later, the front roll-up door was opened. The male, which Morty recognized immediately as Burt Gummer (and he recognized the truck due to the large dent in the right front fender area), used a forklift to bring out a large crate with the word "Apple" on the sides and placed it on the flatbed. Gummer then drove the forklift back inside. He stayed inside for 8 minutes, closed the roll-up door and ran out the main entrance. He drove off northbound and the security video captured the license plate of OU812 WA.#2 Investigation: Stage 2i Search Warrant Truck After obtaining a search warrant addendum that now includes the ability to search the White Ford Flatbed truck license plate OU8122 WA VIN: 7MDKD639KDJFKKS991, you enter the truck through an unlocked driver's door. You confirm that the kerosine containers are empty and the lids are nowhere to be found. You also find a .38 caliber revolver (loaded) in the glove box with serial # 666 666 666 that shows to be stolen from Mr. Bill. You also find a crowbar under the kerosine containers. There is a vehicle registration in the glovebox that shows Gummer to be the registered owner, but no insurance card.#2 Investigation: Stage 2f Search Warrant Suspect residence You seek and obtain a search warrant to search the residence of Burt Gummer located at 1201 W 5th St. in Spokane. During the search, you find 3 full kerosine cans located in the kitchen. In the only bedroom, 2 other items were found. The first item was a receipt from Ace Hardware that showed that 7 cans of kerosine had been purchased on 05/05/2024 using a credit card belonging to Burt Gummer and was located on the nightstand next to a queen sized bed in the NE corner bedroom of the house. The second item was a self-storage receipt that showed that on 05/03/2022, an 8' X 8" storage area was rented by Burt Gummer. The address of the storage area is 1305 S 5th Ave in Spokane (1.5 blocks from Gummer's residence). Additionally, an open, non-passworded laptop computer was located in the living room. While searching that area, you hear a "ding" coming from the computer and saw that an instant message (IM) had been received. Due to your training and experience, you recognize the IM interface as coming through the darkweb, so you know you are unable to trace the IP address. The message read "Thunderstruck. If you are able to get the shipment of the laser display Apple computers, I will purchase it at $100,000 each. You will be rich. When you have the shipment, I will send further instructions. Remember to start your next message with the 2nd agreed password in your message line." Unfortunately, you are unable to locate a list of passwords. You were unable to find suspect Burt Gummer at this time
