Management Proposal 1: Establish shorter time limits in respect to grievances and the procedure
for resolution.
Grievances are dragging on too long and costing the organization money. This may be used as a
concession. The Boards opinion is mediocre.
Management Proposal 2: Elimination of the application of seniority in recall of laid-off employees.
The Board has a strong opinion on this proposal.
Management Proposal 3: The application of the principle of selection on the basis of "merit."
Currently, the agreement provides a threshold article (Clause 10.06), which allows the senior qualified
employee to be appointed in the case of promotions, demotions, or transfers. The management team
wants to select the "best" employee. The Board wants to ensure that the best employee is hired for
the job. The Board has a very strong feeling towards this proposal.
Management Proposal 4: Replacement of the Arbitration Board with a single Arbitrator.
Cost and time saving can be realized. The Board has a mediocre opinion.
Management Proposal 5: Generalizing the management rights clause.
Currently management rights are restricted by a prescribed list Management wants to remove the list
and provide one line Management Rights clause. Generalizing this language would allow
management to respond to operational and business needs more rapidly. The Board wants more
flexibility to make changes.
Management Proposal 6: Provide notice to reduce wages as a result of a downward classification.
Currently language places a person on a re-employment list for a similar position at the same pay.
Management wants some cost savings out of the decrease in classification. They feel Employment
Standard notice is sufficient to apply the new pay, if the employee is qualified and wants to apply for
higher classified positions to maintain their same salary that is their choice. The Board has a
mediocre opinion of this article however they would like assurances to know the employees are
qualified for the positions that are similar and as the same salary range.
