Maxwell is a law student who belongs to his university's chapter of Freedom Fighters for a New Republic. In order to bring awareness to his cause, Maxwell put small explosive devices in metal trashcans around government buildings. One day, a sanitation worker was collecting garbage from a trashcan near a government building when it exploded. The sanitation worker was killed from fragments of the exploding trashcan.

Maxwell was charged with murder. At trial, Maxwell argued that he never intended to kill anyone- he was simply an activist trying to bring attention to his cause.
