Continous Probability Distribution: The Normal Distribution

I have to determine whether two people actually tied for third place in a race and how to avoid this in the future.

Basically there is a race with 8 runners and the top three in the 100 meter dash would be in the finals. Two people tied for third and the cameras could not decide a winner.

I need to illustrate a normal distribution to determine whether they actually tied for third or if they did not, but i'm not sure how to contruct it. Thank you.
