• First, identify your community, and explain how milling and message delays may affect your community vulnerabilities and why.
• Then, take your analysis a step further, and incorporate a social theory (using what you learned from the readings in Units I and II as these may help you to explain the concepts of milling and messaging).
• Finally, explain how messages could be provided to the community in order to minimize milling or delays in the public taking the recommended protective action.
