The second part of the contract states that Blue Force agreed to provide a law enforcement service to Green Lawns in return for 80% of the revenue generated and collected from fines.

The law enforcement service contract includes the following:

1. Blue Force's employees, the traffic wardens, enforce the laws under the Road Traffic Act.

2. Green Lawns pays Blue Force 80% of the revenue generated from the fines.These fines are collected from motorists who admit guilt and are prosecuted by the National Prosecuting Authority.

In terms of a clause in the contract, the applicant would train and appoint people as traffic wardens and the first respondent would employ them.

A few months later, after the contract was entered into, Green Lawns suspended the law enforcement part of the contract claiming that it was illegal and thus unenforceable. The parties then entered into a dispute over this matter.
