Most experts agree that there exists a lack of prefrontal cortex development in young brains. For reasons such as these (and many more), the US Supreme Court has prohibited the use of the death penalty for juveniles who committed their crime at age 15 or younger. But juveniles can still be tried and convicted as adults, can be sent to adult prisons and can be treated the same as adult inmates.
