Most of the time when the normality assumption is violated, the test you should use instead relies on very similar calculations, except on rank data rather than the raw data. How does this make it so the test doesn't rely on the assumption of normality? And if these are safer tests with fewer assumptions, why don't we just use them all of the time and not bother with the others?
