For this assignment you can determine your own application and make assumptions as needed. Example: licensing for instance, it might be per user or per cpu. In the case of CPU estimate how many CPUs would be needed to satisfy the load. You would then need to have the same amount of resources in your cloud configuration. You may find that the cloud services application can save money or cost money.
