Mr Pepper has recently purchased and is the proud owner of a Peach farm which is famously known as, The Peachy Plot. Mr Pepper is well aware of the fact that Mr Bellevue does have the power, in terms of section 2 of the Expropriation Act, to expropriate his property. Section 2 of the Act explicitly states that the Minister may expropriate property for public purposes.
