Mr Pepper has recently purchased and is the proud owner of a Peach farm which is famously known as, The Peachy Plot. The Peachy Plot is well known for its rich and fertile soil and is situated in Tarndale with its current market value being R2.5 Million. Mr Pepper is 49 years old and the income which he derives from the Peachy Plot is his only source of income. In June 2022, Mr Westhuizen received a notice of expropriation, via electronic mail and post, from the Minister of Public Works, Mr Bellevue. The notice which was drafted in terms of the Expropriation Act 63 of 1975 set out the following: - The whole of erf 158, known as The Peachy Plot, will be expropriated. - The proposed date of expropriation is 23 August 2022 and - An amount of R990 000.00 will be offered as compensation to Mr Pepper. Mr Pepper is well aware of the fact that Mr Bellevue does have the power, in terms of section 2 of the Expropriation Act, to expropriate his property. Section 2 of the Act explicitly states that the Minister may expropriate property for public purposes.
