I believe that the only way for a state to promote economic benefits for themselves is to stop promoting the economies of other nations through things like free trade and lack of import quotas. For example if we wanted to prevent China from becoming an economic powerhouse we could promote tariffs on them and we could place more trade restrictions on them.
