Need help with Law assignment

Jean Mitchel is the owner and president of Canary Tunnel Inc. He is currently considering submitting a bid for the Ontario North Line rail project, in association with another company who has better industry exposure and financial strength to compete for the project. The request for proposal (RFP) allows for the bidders to provide pricing per square/metre for the boring and tunneling portion of the project as separate price, or a specified, firm price for all of the project work in accordance with the contract documents. He has also heard that the owner of the project is Northface Linx, a provincial Crown agency of the government of Ontario. The rumour is that this owner does not pay their contractors on time and may even refuse to pay their contractors for any reason. Jean wants the job but has a lot to think about in terms of the project risks. He ran into you at a friend's car wash and remembered you were in the ADZ School of Construction Management program, so he wanted to pick your brains. . Jean wants to know what form of association or any other business entity they can form and what are the advantages and demerits of each? . He is not sure of the benefits of using the per-square-meter or unit pricing, compared to a stipulated price. He also wants to know what standard industry contract will be required for each type. . Lastly, Jean has asked that you explain the whole idea of construction lien to him in plain language, and if he can rely on it as security in case the owner refuses to pay. If so, how can lien attach to a provincial property such as this Ontario North Line project
