Create a folder on the C: of your VM named Client. Create a local group named Management. Set the NTFS permissions of the C:\Client folder so that the Management group has permission to update the files and everyone else can read the files but not add new ones or make changes. There should not be any scripts or executable programs in that folder, but if there are, we dont want anyone other than the Management group to be able to run them.
