OH&S programs can be implemented by following two very different approaches. One approach is to "force" compliance by establishing standards, conducting rigorous inspections on a regular basis and harshly punishing failures to meet established standards. The second approach is to facilitate self-reliance by providing stakeholders with the information and resources necessary to monitor and enhance health and safety in their workplace. What are the relative merits of each of these two approaches? What are the potential disadvantages of each of these two approaches?
