On September 11, 2015, a crawler crane toppled over onto the Masjid al-Haram, the Grand Mosque in Mecca, Saudi Arabia, killing 111 people and injuring 394. The weather was unusually not good on the day incident happened, and even one hour before, a forecast was announced that there would be medium to heavy rainfalls in the city. After the incident, an anonymous engineer A, i.e., said that this is an act of GOD, and there is no technical failure.

How do you analyze this incident with respect to ethical theories in engineering profession?
