Packed decimal format is used for a numeric element because:

		the data is unreadable by the average person, and thus increases data security.
		it increases the likelihood of containing a valid checkdigit.
		the numeric element contains decimal points that are represented by a V on the file layout and are not actually included in the data.
		it saves space on file layouts
