2. Develop a workplan that shows:
   1. What work packages need to be done?
   2. What are the activities within each work package?
   3. Who will do each activity (include who will have primary and secondary responsibility)
   4. What are the estimated timelines for each work package
   5. What is the estimated budget for each work package
   6. Aside from budget, what in - kind resources are needed for each work package?
